These blocks are outside the South Bank Centre, London. I approached them from the far end so could not see their purpose at first. From that end looking toward where I took this photo from they are just different sized blocks suspended in the air. It all comes together if you look at it in the right way. This is part of the Festival of the World that is taking place at the South Bank Centre. The art work is called Perspective and was created by Trey Watkins and Cameron Brown. Cleverly, the words on display change from time as shown here and here.
